School Funding FAQs

Frequently Asked Questions about School Funding

1. Why do schools need levies?

Levies are essential because state funding alone does not cover the full cost of running a school district. Local property taxes provide the additional revenue needed to pay for day-to-day operations, classroom resources, building maintenance, and other critical expenses. Without levies, schools may face budget shortfalls that could result in reduced programs or services.

2. What is the difference between an operating levy and a bond levy?

  • Operating Levies: Fund daily operational costs, such as teacher salaries, transportation, utilities, and supplies. These levies are typically renewed every few years.

  • Bond Levies: Used for major capital projects, like building new schools or renovating existing facilities. Bond levies are repaid over time and cannot be used for operating expenses.

3. How are property taxes calculated for schools?

Property taxes are based on a home’s assessed value, which in Ohio is 35% of its market value. Taxes are calculated using millage rates, where 1 mill equals $1 for every $1,000 of assessed value. The district receives a fixed amount from the levy, regardless of changes in property values, in accordance with Ohio’s House Bill 920.

4. What happens if a levy fails?

If a levy is not approved, a district may need to make adjustments to balance the budget, including:

  • Reducing staff or programs.

  • Delaying building repairs or upgrades.

  • Increasing fees for extracurricular activities.

5. How does Ohio ensure fairness in school funding?

Ohio’s Fair School Funding Plan aims to allocate state funds equitably by considering student enrollment, community wealth, and local income levels. This formula ensures that all students, regardless of where they live, have access to quality education.

6. Why do schools request renewals for levies?

Renewal levies allow districts to continue receiving voter-approved funding without increasing taxes. Since operating costs tend to rise over time, renewal levies maintain essential services and programs.

7. Can school funds be used for any purpose?

No. Many funding sources are restricted to specific uses:

  • Bond Levy Funds: Can only be used for construction, renovation, or capital improvements.

  • Federal Grants: Are tied to designated programs like special education or student nutrition.

  • Permanent Improvement Levies: Must fund long-term, non-operational needs like repairs or equipment.

8. Where can I find detailed financial reports for the district?

You can access the district’s budget, financial forecasts, and annual reports on this webpage. We also invite you to attend board meetings for regular updates on district finances.
